London, Aug. 21. Conspirators employed by the Czar raised Ilie Servian War scare m Bulgaria which bad Hie effect of inducing Prince Alexander to fend the regiments deroted to his interest to tlic'frontier. The Queen forwarded telcgraphis enquiries ns to the Prince's whereabouts from London to Tertova, but received no answer. Aug. 2b. There is great excitement here m consequenco of the news received that the movements of tlie Russian troops m the direction of the Bulgarian frontier arc assuming a, menacing aspect. Prince Alexander is said to liavc been kHmpped by Kustian agents. In Germany the soldiers m Ihe various garrisonß drink his health nightly, and m other ways declare v yearning for war with Russia.
