VILLAGE SETTLEMENTS.
* (By Telegraph.) Welt.inqton, May 6. Tho regulations for tho formation of village special settlements on perpetual leasing, havo been gazetted. The land to be selected shall be held on perpetual base for tho first term of thirty yenre, nnd for subsequent terms of tnenty-one years, without any right of acquiring freehold. The rental is based on tho capital value of land, and m no case is to be le3S than 20s per acre, and no greater arcn, than twonty acres will bo allotted to any one applicant. Arrangements will bo mado for advancing small sums to assist selectors. Tho annual ront will bo 6 per cent on tho capital value, to/ether with 6 per cent on the monoy advanced.
