The Land Purchase Bill was introduced and read for the firßt time m the House 'of Commons to-day. The measure provides that; the Irish Parliament shall appoint a State authority which shall purchase lands, paying for them m bonds at par, bearing three per cent interest, the total amount ißsuable being fifty million pounds during three years. The sale price of land ia to be based on twenty years purchase, calculated on a judicial rental of the properties during the year 1885. Mansions and demesnes are not to be touched by the bill. Appropriation is to be compulsory m congested districts and optional elsewhere. (Special to the Pbbss Association.) (Beceived 1 p.m., April 16th.) COMMERCIAL TREATY. London, April 16. The statement that a commercial treaty had been concluded between England and Spain was premature. Parleying is proceeding. With regard to. the existing treaty re Spanish wines containing 30 degrees of proof, spirit, th* Is per gallon scale will most likely lie adopted. It is expected that the present negotiations will be successful, and that the treaty will be satisfactorily concluded. (Eeoeived 6 p.m., April 18th.) HOME MARKETS. , London, April 17. The wheat mar ict generally is weaker. Australian wheat, ex jvarehouse is sixpence lower. No sales «£ cargoes on passage have been effected. The crops are looKng healthy. The flout market is inactive. . I At the wool sales superfine greasy and , merino sorts have improved a half; penny per lb owing to the Frenoh 'demand. Other sorts are unaltered. 240,000 bales have been catalogued for the series, of which 30,000 were withdrawn.
