HOUSE OF COMMONS. In the House of Commons last night Mr Howard Vincent moved a resolution affirming the necessity for an increased capitation grant to the Volunteers of Great Britain. Mr Gladstone spoke m opposition to the resolution, stating he resented any increase m the Army Estimates. After considerable discussion a division was taken, when the motion was rejected by a narrow majority. Mr Campbell Bannerman, Secretary of State for War, informed the House that Her Majesty's Government considered the maintenance of the present large force m Egypt was an unfair Btrain on the Army, and proposed reducing the garrison to 8000 men during the current year.
