A telegram ha 3 been received by the Premier, Mr Griffiths, from Mr John Pender, Chairman cf tho Eastern Telegraph Company, m whi h he states that m consequence of the refusal of tho Indian Government to lower the tariff on telegrams passing over its lines tho Directors of the Eastern Company cannot see their way to effect any substantial reduction on messages to Australia without the nsaistauco of the colonies. Mr Pender offers a reduction of 2s 6d per word on condition that those colonies which at present do not contribute pay a share of the subsidy, and provided also that tho contract with the Company shall be extended for a period i>f twenty years from the present time. Should that be done the Company will endeavor to bring about larger redustions. [Received 1.15 a.m., Feb. Ist.] Hob art, Jan. 30. Tho delegates from the various colonies to the Federal Council were invited to a picnic to-day. They wore entertained iv the evening by the Mayor of Hobart. Melbourne, Jan. 30. The second day's racing of the Geelong Club was marred to-day by a fatal accident, Huht, the well-known jockey, being killed m the steeplechase.
