(By Telegraph.) (i'eost our own cokuespondekt.) Wellington-, Sept. 27. The prorogation was considerably delayed to day m consequence of Bills not being ready for tlic Governor's signature, owing to unavoidable hindrance m the Government Printing OfTico by the extensive alterations m the Land Bill and other important measures. At one time it seemed likely tlio prorogation might hnvo to be deferred till quite lute this evening. However, by a desperate effort, the Parliamentary copies of the Bills were got ready for the Governor's signature m time to enable the prorogation to come ofT about half-past four o'clock. The ceremony was purely formal. Ministers are severely blamed for failing to uphold the privileges of the House 03 against the encroachments of the Council on the District Railways Purchasing Bill !que9tion, and leaving it to" the leader of the Opposition to defend the House's privileges, and to actually lead the Government on tho question. The fact is, however, that Ministers were anxious to carry the 13ill at all costs, and that everything else faded into insignificance. The Threats and Molestation Bill, which was introduced at tho lost moment and dropped, is merely a reprint of the English statute, and tho difference it would have made would be to enablo such cases as it deals with to be adjudicated on summarily, instead of being sent to a jury. There are some revivals of the former rumors which I telegraphed to you some weeks ago, that Sir Julius Yogel is to be provided for cither m the Government Insurance Department or aa Agent-General, Mr Uarper or Mr Garrick succoi ding him m tho Cabinet. Thero is nothing more to go upon than there was before, but a. feeling is generally prevalent that Ministerial cliangcs will be heard of ere long now Parliament is got rid of.
