Tho Colonial Secretary oi Western Australia suggested that the Governor of that colony be appointed one of itrepresentatives, and pointed out that the Belcction of representatives rusts entirely with the respective colonies. Advices received by telegram Btule tlmt tho Bill is considered sufficient for general purposes, but it is considered absolutely necessary for each colony to receive copies before adopting the measure, the Bill then to be submitted to Parliament. The work of removing the torpedoes from tho south channel of Port Philip is being rapidly proceeded with. Notico has been forwarded to the Commissioner of Customs, so that steps may be at onco taken for removing the restrictions which were placed on navigation during tho war scare a few months ago. The first opportunity will be taken for cancelling the prohibition of the passage by vessels through that channel by night. A second cable is about to be hid between Victoria and Tasmania. The cable steamei Sheetard Osborne will shortly proceed to Bass Strait m order to lay the new cubic. Sydney. In the Legisljlive Assembly on Friday hut MrSutter made a statement charßinKone ollicei of the contingent with cowardice m theSoudan. On Mr Dalley pointing out that unless the name of the officer m question was revealed suspicion would rest on all the captains m that expeditiou. Mr Suttor then revealed tho name of Captain Mulholland. It is now announced that Mr Suitor will be called upon formally to prefer the charges m order to enable 'the Military Court of Enquiry (o examine into and rioal with evidence. At Iho same time it will afford Captain Mulholland an opportunity of refuting the accusations m question.
