A communication has been received bi Senor Canovas del Castillo, President o the Council, from the German Govern rnent, relative to the occupation of Uap, m which Count Hatzfeldt, German Secre tary of State for Foreign Affairs, advise* that the commander of the gun-boa' has disobeyed orders m taking possessioi of Uap, his instructions being not tc occupy the island, if, on his arrival, n< found the Spaniards m possession. Counl Hatzfeldt, io conclusion, expresses a hops that the Spanish Government will continue negotiations with Germany with t "view to a peaceful settlement of the question. _,____^____
