LEGISLATIVE COUNCIL.

Tho Legislative Council met at 2.30 p.m. PABTT GOVERNMENT. Captain Morris moved—"That m tho opinion of this Council tho present system of government by party is not tho best molhod of govorning tho colony, and that a Committee be appointed to make suggestions for an improvement." He spoko m depreciation of tho existing system of party government, which was lowering the tono of the Houso and the country. He would not, howover, propose to submit any suggestion as to how any improvement might bo made. Tho debate wan adjourned till noxt day. ADJOURNMENT. The Council adjourned till 7.30 p.m.

BILL PASSED. On resuming, the Dunedin Drillshed Reserves Bill was committed, reported, read a third time, and passed. MISCELLANEOUS. The Council went into Committee on the Bankruptcy Act 1883 Amendment Bill and the Mines Act 1877 Amendment Bill. The formor was reported with amendments, and progress was reported on the latter. The Property Law Consolidation Bill was further considered m Committee, and reported with amendments. Tho Council rose at 10.25 p.m.
