WAIMATE COUNTY COUNCIL.

The monthly meeting o£ the Waimate County Council was held on the 27th inst. PRESENT. Messrs J. Manchester (Chairman), M. Studholme, E. Elworthy, Turnbull, McLaren, Bardic, Hayes, Douglas and Murphy. MINUTES. The minutes of the last meeting were read and confirmed. COEBEBPONDENCE. The following correspondence was road and dealt with : — From Mr J. Williams, asking to havo the footpath m Augustine street repaired. From Mr Hill, of Wairunga, Upper Poreora, asking that the road from Jcfcoate'a Ford to tho road leading from Lower Pareora Bridge to Elworthy's Station be improved. From Mr Jno. Morrisa, and from other ratepayers of Waihao, praying for tho formation of the road south of Waihao Railway Station, from tho railway line to tho beach, and the metalling of the' road from the main road to the station. From the Property Tax Commissioner, listing tho Council to afford access to the County roll by the valuers for property tax purposes. From Mr A. Shirley, asking for the enlargement of tho culvert under the road near his place at Painstown. From Mr N. Lane, Hakatoramea, objecting to the closing of the road-line through sections 31745 and 28300, as applied for recently by Mr L. McP. Miller and others. From Mr R. R. Orr, Station Peak, asking for the diversion and improvement of tho road to Table Top. From Mr A. MoLean, Waikakahi, agreeing to the diversion of the creek through sections 28813 and 22491, as proposed by the Council. From Mr Jas. Mills, of Dunedin, agreeing to the change of tho road- line m the Pentland Hills ostate, as described. From the Christchurch Hospital Board (J. E. March) •with copies of receipts and expenditure on hospitals and charitable institutious under the control of the Board for the year ended March 31st, 1885. 1 From the Wellington City Council, intimating that that Council had on hand surplus waterworks plant, which would be disposed of on reasonable terms to purchasers. From Mr Samuel Brokenshire and twentyseven, other married men residing m the County, petitioning for employment to relievo "them from their present destitute positions. From Mr A. Macpherson, N.Z. and A.L. Company, Pareora, a second timo applying for a bridge across a gully near St. Andrews, and stating that if the work be not dono proceedings will bo takon to recover damages for injury. From Mr George Berry, asking for the improvement of the road through the Waimalo--1 mate Village Settlement. ' From Mr Jno. Flynu, and ten other resi--1 dents of the same village, asking for tho same work as that referred to m Mr Berry's letter. ' From Mr J. McNamara, complaining of ' the manner m which the County pound is managed. HOSPITAL EEPOHT. i The Hospital Surgeon reported that four , patients had been admitted during tho , month with eleven out patients ; discharged, i cured, 1 ; relieved, 1 ; died, 2 $ remaining m i Hospital under treatment, 7. ■ BALANCE SHEETS. i The balance sheots for the year and half ■ i year ended March 31st, 1885, were submitted i and adopted. . applied for by Mr J. Williams, carried out j to report on the application of Mr Morriss and others for repairs to road near Waihao railway station ; to report on the application of Mr A. Shirley, re culvert at Painstown. The diversion of the road, asked for by Mr Orr, was acceded to, all parties concerned being agreeable, applicant to pay cost of transfer. The Engineer was directed to wait on Mr Lane, with reference to closing the road applied for by Mr Macpherson Miller, with a view to an explanation of the matter. It was resolved — " That the Council, without admitting its liability for future maintenance, construct a boulder crossing on tbo N.Z. and A.L. Company's property, Pareora, as applied for by Mr A. Macpherson, the cost of same not to exceed £20, the Company maintaining such crossing when so made by the Council." An amendment— " That the Council take legal advice as to its liability to construct the bridge applied for by Mr Macpherson," was lost. The following resolutions were carried : — "That with the view of removing any ambiguity as to tho authority of the Poundkeeper to impound cattle off tho public roads, this Council now confer that authority upon the Poundkeeper, as per clause 17 of the Impounding Act 1884." " That tho Engineer report at next meeting on the applications of G. Berry and J. Flynn and others, re road m the Waimatemate village settlement and other roads m reserve 144, and pending this report, ho be instructed to immediately oxpend on these roads the sum of £60, tho expenditure of which amount having boon proviously authorised for works to engage the unemployed, and that this work be let to married men applying to the Council for employment." " That a Committee, consisting of any three members of this Council, he appointed to take any action they may consider desirable to give effect to the provisions of the Impounding Act 1884." " That the road applied for by Mr Molloy and recommended by ;the Engineer, leading from the township of Hakatoramea (Sandhurst) to tho Upper Waitaki bridge be tendered for." " That tenders bo called for the culvert on Main South Road, near the Horseshoe Bend, as referred to m tho Engineer's report, tenders to be m by Juno 4th, and accepted by any three members of tho Council." " That tenders be calledfor by next meeting of this Council for tho road applied for by Mr Moody, on tho reserve side of Craigmore, the work to bo commenced on the transfer of tho land being completed ; and that tenders be also called for the road applied for by Mr Squire, of White Rock, a distance of about 20 chains." "That tho Chairman examine tho titles m the possession of the Council, for lands purchased for roads or taken m lieu of diverted lines, so as to satisfy the Council that the titles aro correct, and that the Council hare m possession all such titles." " That a road line at Little Pareora, near section 33177 be closed." IN COMMITTEE. The Council went into Committee to consider the application for the ofllce of Overseer of County Roads and Works, the Council having lately veaolved on dispensing tvitli their Engineer's services and employing an Overseer instead. There were forty-one applicants. Of these the names of Messrs W. J. Black of Waimato, J. S. Bruce of Balcairu, B. Pearee of A»hburton, and R. B. Bristod of Oamaru wero selected for further consideration. It was resolved that a special meeting of the Council be held on the sth June to select ono of the four gentlemen named for the appointment. The Clerk was instructed to inform the other applicants that their applications were declined. TENDEHS. Tenders for contract works were considered as follows : — Contract No. 578, four tenders — Jas. Trist, £288 15s Bd, accepted. No. 579, four tenders— Thos. Kerr, £52, accepted. No. 580, three tenders— Clarke Bros., £17 10s, accepted. No. 581, five tenders— T. W. Crone, £29 11s Bd, accepted, ACCOUNTS. The following accounts were passed for payment : — On general account, £715 8s lid ; deposit returned, £17 8s ; Hospital, £60 Is 7d ; hospital special contribution account, £5.
