The Defence Department is pushing on the works at the Heads, and excefient progress is being made with them. [Received 2.15 a.m., Msy 4th.] London, May 2. The Daily News to-day states the prospects of peace are improving and that the Government have learned that the Czar is earnestly desirous of peace. It further states the Czar has expressed his willingness to submit to arbitration the question, whether the despatch sent to him by the British Government on March 17th, has been misconstrued by him or not. May 3. Eleven transport steamere have been chartered by the Government to convey troops to India, m addition to which 2000 men will embark m the regular mail Bteamers.
