The Reichstag has passed a Bill granting subsidies to the trans-oceanic steamer lines, including an Australian service. London, March 17. In his speech before the Colonial Institute last evening, Sir Frederick Broome, Governor of Western Australia, strongly urged the development of the railway system m that colony. The Prince of Wales presided over the meeting, and made a speech, m which he said that the offers of troops for the Soudan weru proofs of the loyal attachment of the colonies to the Crown. His Royal Highness added that, though unable to visit Australia, he took the liveliest interest m its welfare. [Received 9.50 p.m., Maroh 18th.J The second series of colonial wool auctions opened to-day m the presence of a good attendance of Home and foreign buyers. The opening catalogue comprised 7400 bales, and the tone of the sale generally was active. Prices for faulty scoured were rather weaker, and Tor crossbred strong. The present auctions close on April 18th. The total quantity available for the sale is 235,000 bales. (Special to the Press Association.) [Received 11.15 a.m., Maroh 18th.l London, March 17. Lord Derby doubtß whether an Imperial Federal Council is possible. Germany has subsidised a line of steamers to Australia and the East. It is stated m Berlin that the voyage to Sydney will be performed m 36 days. The Lisbon Postal Conference havo agreed to grant England and the colonies five votes. Lord Derby states that Admiral Tryon is m possession of apian for the purpose of securing joint action between the Australian and Imperial Navy. He has also power to create a federal authority, and m order to simplify this the English Government are making overtures to all the colonies. (Received 1 p.m., Maroh 18th.) The wool sales opened to-day. Messrs Baltne and Son and Jacob and Co.'s joint catalogue comprised 7300 bales, largely from New South Wales and Queensland. The attendance of buyers was good, and the bidding animated. Crossbreda were firm at last rates to a halfpenny advance, and merinos were m buyers' favor. The total number available is 240,000 bales. The shipments ex Timor and Tamona, from Australia arrived m time for these sales.
