In tho House of Lords to-day Karl Granville, replying to a question, stated that parleying between England and France m connection with the projected European Conference was still proceeding, and Government would inform Parliament of tho result of the exchange of views before the meeting of the Convention. Cairo, May 27. A letter has been received here from Statim Bey, Governor-General of Darfur (an extensive territory belonging to Egypt, t° th e westward of Kordofan), announcing that supplies having become exhausted he has yielded to the rebels, m order to avoid bloodshed, and the capital is now m the hands of the rebels. Sir Henry Loch strongly favors legislation with the object of excluding ricidivistes from Australia ; and he recently discussed the question fully with Mr Gladstone. The University of Oxford will tomorrow confer tho honorary degree of Master of Arts on Mr Murray Smith, the Agent-General of Victoria. May 27. The usual annual rising of tho River Nile is taking place, and fears aro entertained that severe inundations may follow. It m reported that Debbeh has not been captured by the rebels. Sir H. E. Bulwer, Governor of Natal, has applied for additional troops to be sont to Zululand to disperse the rebels. A number of the leading Tory members support the meaauro extending the franchise, to women. Sir G. W. Des Vcoux, Governor of Fiji, will pay a visit to England next year. It is expected that the Queensland 4 per cent loan of £2,G70,000 will be floated at a minimum of 99. A Fronch chemist has been arrested at Dover on a charge of being concerned m landing explosives. ♦
