NEW RIVER HARBOE.
At a meeting of tho luvorcargill Borough Council on Thursday night a letter was read from the Chairman of the Southland Underwriters' Association, which stated that tho report of tho marino surveyor on the hnrbor was moat unfavorable, and that tho insnraneo agents had beon iustrncted to refuse all risks because of the want of a. proper pilot service and signals. An extract from Captain Russell's report was also read, m which it was stated that the berthage at the jetty was dangerous owing to tho unevenness of the bottom, and the channel nnsafe all the way from the Heads to the jetty.— The documents were referred to the Harbor Committee to roport, Councillor Moir suggesting that as Captain Russell seemed to know nothing about the hnrbor, the Council should take action against him for defamation of character. At a subsequent stage of tho meeting Councillor Thomson moved that Mr Ramsay's tender at JE2BO for harrowing the channel m the harbor he accepted. He said that the Teport of tho Admiralty surveyors was very favorable to the harbor, notwithstanding the opinion of Captain Russell. Tho trade on tho jetty was already large, and if tho improvements were carried out it would probably bo quadrupled. Councillor Moir seconded the motion. He hoped none of the Councillors would allow themselves to be influenced by Captain Russell's report, but would agree to the motion, and thereby show their utter disbelief m his statements.
