It is distinctly to be understood tint the Harbor Board takes no charge of or responsibility over vessels whilst m the port of Timaru. 'Their security and safety either at anchor or moored alongside any wharf, pier, or jetty, or to any moorings, is at the risk of tho master or owner, and the Board will m no case be answerable for any damage to vessels from any cause whatever, although every care nnd precaution will bo taken by tho Board to hnve the warps and moorings kept m a state of efficiency. Masters or owners of vessels will bo charged f'>r any dunnage to warps cau-ed by the neglect of tho masters or any of the' crew. IENDERS. 20. Every person who shnll use nny fender provided by the Board shnll pay for the use thereof one shilling per day for each fender. Any fonder broken or not returned to the Board shall ho, at the option of tho Harbormaster, paid for by the master or owner of the vessel at which such fender was used or for which such fender was taken. COLLECTION OF DTJFS. 21 . All dues, tolls and charges, shall be payahle to the Collector at the offices of the Board, or at such places as the Board may from timo to time appoint. 22. Where a difference shall arise between the Collector of any such dues and the owner of goods, respecting the weight or quantity of any goods liable to dues, the person authorised to collect such dues may cause tho goods to be weighed or measured. If tho weight or quantity exceeds that alleged by the owner, the expenses of the weighing or measuring shall be paid to the Board, and shall be recoverable as dues are recoverable. If the weight or quantity does not exceed that alleged as aforesaid, the expenses of the weighing or measuring shall be paid by and shall be recoverable from the Board. 23. It shall be lawful for the Collector either alone or with other persons authorised by the Board to enter any vessel m order to ascertain the dues payable m respect of the goods therein, and it shall not be lawful for any person to hinder or molest any Collector or such other person or persons, or refuse to allow him or them to enter into such vessel. 2i. The Master of every vessel shnll report his arrival at the office of the Board not less than twenty-four hours after his arrival. 25.' The Master of every vessel shall produce the certificate of registry of his vessel to the Collector on demand, and nlso where goods are liable to the payment of dues to the^Board, give such information to the Board as will enable the Collector to levy the dues payable m respect thereof. 26. The Master of every vessel shall on demand give to the Collector a copy of the bill of lading, freight list, or manifest of tho cargo, or other proper account of all goods intended to bo unshipped from the vessel, and the name or names of the owners to whom all or any goods m such vessel are intended to be delivered. 27. The Master of every vessel shall give to the Collector notice of the intended timo of unsbipment or discharge of any goods m such vessel. 28. The Shipper of any goods shall give to the Board or the Collector true and just account of all goods intended to be shipped by him. 29. If any person liable to pay any dues or charges m respect of any of the matters herein provided for, evades or attempts to evade, the payment of any duc3, or offends against any of the provisions of this By-law, he shall be and be deemed to be guiltyof a breach of this By-law, and shall incur nil tho penalties for the same apart from his liability to pay such dues and charges. 30. The term " Collector " shall he taken to mean and include the person or persons authorised by the Timaru Harbor Board to collect and receive all dues, tolls and charges payable under this By-law. 25ap Borough Council.
