The Raglan return which completed the Waipa election, has arrived, and gives Mr Wlrttaker 24 votes, and Mr McMinn 32. the majority for McMinn is now 41, and the Returning Officer declared him to be duly elected to-day A Conference of School Committees proposed to petition the Assembly to define the powers and privileges of the Committees. A complaint is made that the Act provides that Committees shall be consulted m the appointment of teachers, and this has not been done by the Education Board. Mr James Dillworth declines to accept a s;-at ia the Legislative Council, owing to ill health. Napier, July 25. A volunteer demonstration, m connection, with Major Withers' departure, took place to-day. A half holiday was proclaimed, and all places of business were closed. There was a competition between the various squads for prizes, and afterwards a competition between the Napier and Spit brigades. The weather was very wet and marred the affair a good deal, but still there was a large number of spectators present. In the evening there was a torchlight procession and fire works, the volunteers and band taking part. The weather having cleared up thi3 was a great success. The dinner to Major Withers takes place m the Theatre Royal to-night. He takes command of the Auckland District. Wellington-, July 25. Scats m the Legislative Council have been offered to, and accepted by, Mr Patrick Alphonsus Buckley, solicitor, of Wellington ; Mr John Martin, of Wellington ; and Mr Thomas Henderson, of Auckland. A similar offer has also been made to Mr James Dillworth, of Auckland. It is understood that Sir George Grey's health has much improved during the last few days. Captain Humphries has oeen appointed Usher of the Black Rod for the Legislative Council. Dunedin, July 25. The nomination for Roslyn took place to-day. Messrs Driver and Ross were the only candidates proposed. The show of hands was largely m favor of Mr Driver. Mr Watt, R.M., has compiled a list of Justices of the Peace to take the business m the Police Court during the nsxt three months. The Head Office of the Public Works Department for the Middle Island is to be located here.
