I NEW YORK, Nov. 23. At a dinner of the New York Chamber of Commerce Mr. Whitelaw lioid, in a notable speech, said it was desirable there should be a good understanding with Great Britain, and amity with Germany. It was to their common interests to have an open door in the East.
