Cabaccas,- February 26. President Crespo insists that arbitration is the only mode of settlement of the boundary difficulty. Ho ii willing to guarantee the English and German railway claims. February 27. Crespo says the United States is rendering powerful aid to the pacific solution of the quarrel -with England.
