MEAN WAR.
EMPRESS OF CHINA. REPORTED TO BE DEAD. JAPAN EQUIPPING 24,000 MEN. PORT ARTHUR INVESTED [By Cable,—Press Association.] Shanghai, October 30. It is reported that the young Empress of China is dead. The Japanese are equipping a third army of 24,000 strong, which will shortly leave Hiroshima. Port Arthur is said to be completely invested with Japanese, and that tho defence cannot long be maintained.
