THE QUEEN'S SPEECH.

(liY CABLfc—I-RESS ASSOCIATION.) London, February 8. The following is a forecast of the Queen's speech to be delivered at the opening of Parliament to-morrow. It will be unusually brief, ' There will he a touching reference to the death of the Duke of Clarenco and Avondale, and the universal and spontaneous nature of the sympathy expressed at the sad event will be acknowledged.

The country's foreign relations will be described as excellent, and there will be regretful references to the death of the Khedive and every confidence will bo expressed in the capacity and friendliness of his successor, No indication, however, will be given as to the future of the British policy in Egypt, Satisfaction will.be expressed at the declaration of Zanzibar as free port, and at the arrangement to submit the Behring Sea despute to; arbitration. The local Government for Ireland Bill will fa the principal measure brought forward during the session. Other bills promised are: assisted education for Ireland, small holdings, District .Councils in England, Private Bills Procedure for Scotland, Clergy Discipline, Employers' Liability amendment, relief from local rates of the public elementry schools of England, amendment of the law of evidence, and a revision of the agree ment between the Bank of England and the Government
