BOROUGH COUNCIL.

The usual foitnightly meeting of the Borough Council wa3 held in the Council Cha'jiberf last evening. Present: Councillors J McGowan (chairman), Ronshaw, Radford, Roid, McAndrew, Crawford, Iv-efoed and Wood. The minutes of the previous mooting weiv road and confirmed. CORRESPONDENCE. Fro.ii residents of Upper Pollen Stieet, asking for the formation of footpath opposite McGowan's shop. Manager of Saxon asking 50yds \ of: metal to bo placed on Big Pump road to Company's battery. Residents of Princess Stroet asking steps to connect uppor end of Broad Street and Princess Street.' Theso letters *ere all referred to the Gonoral Purposes Committoe. Frcui 0. Kirkpatrick complaining of the state of footpath between Mary una 1 Richmond Streets.—Foreman of Works ordered to rectify. SUBSIDY TO PUBLIC LIBRARY, A letter was received from Government staling that there was no fund from which a subsidy to the Public Library could bo draw n, ROCKY POINT ROAD. A letter was received from tho Minister of Public Works to tho effect that a subsidy of £ for £ to ilia extent of £25 would be given for the formation of this road; GOLD RETURNS. 'A letter was received from Mr T; ' Donovan, contractor for raising the Libsary Building complaining of the gross conduct of the Librarian, \Cr. Radford ('nought tho matter a 1 jrious one and moved that the letter bo referred to the Library Committee. Cr, Crawford seconded. Cr, McAndrow thought that the matter should be investigated by the whole council. The Committee would do nothing as usual, Cr, Koefoed thought it was time the trouble with the Librarian was brought to an end. Ho agreed with Cr: McAndrew \ that the whole Council should deal with the matter, Cr Renshaw said that no Councillor had a right to insinatethat the Committee was not attending to its duty and that the matter would be smoothed over, and asked that the remarks should be with-drawn. Cr. Wood thought that- as long as the Library Committee existed the matter ought to be referred to tbem to report upon; After which it would be time to " pitch into " whoever was in the wrong. The resolution was then put and carried . REPORTiOF GENERAL PURPOSES COMMITTEE: " The Committee has to report that the gale of Saturday last caused considerable injury to the water race flume, several of tho iron sheets of the flume being broken by trees falling : 5 new sheets of iron are at once required, and anthority has been given to the Turncock to procure 25 sheets, and have them bent by Messrs Price, (Those aheetsnotat once required to be de- ' posited in the Foreman of Works office after ■ being bent, The same rough weather has ■ deepened the bottom of the Kauasranga River and broken away the pipes laid in the bed of that river as the service pipe to Warden Northcroft's residence; the pipes have been recovered and orders given to the Turncock to carry them over the Kauaeranga River by means of trestles on e,tch bank at-a cost not exceeding £8, It ia recommended to the Council that a visit ; ■ should be made by some members of the Council to the land of the Borough endowment at Waitoa, with a view of ascertaining if any flax in quantity is on this land and after suoh visit if it is found that flax is growing on the land an endeavour should be made to let it by advertising in the local papers, The Committee before making any recommendation to Council with respeot to the roadways asked for by Mr Meredith at the back of the Tararu Road, and by Mr Sfeedmau up the Tararu Creek, has decided to visit both places, and ask that these matters , stand over for It days to enable thh to be dene, Ihe Committee has,decided to suggest ', to Council that the advisability of erecting two or three additional street lemps should be taken into its consideration, and at any time the Council may enter into such consideration. The letter from the Tararu residents asking for a lamp opposite the Moanatairi battery should be laid before it. As will be seen in the notice ot motion for striking the rates for the year 18S9-90. The Committee has recommended that all extra< ordinary water rates, except for horses, be reduced one third, Should the Council sauoticn this recommendation, notice to tb/s effect should be sent to Mr Bobbett and ■ other butchers signing the letter of the 29th of May: It is recommended that the Foreman of Works raise and form Martha street with hard mullock or other suitable filling so as to make it available for cart traffic at the present time, at a cost not to exceed £50. That Mr, Robert Smith, of Qneen street, be notified that the Council declines to chanee the flow of drainage water in Queen and Pahau streets, or to permit him, in any way to close up or stop the flow of water through the old bed of the Karaka Creek, and that in the event of his attempting to place tht slightest obstruction in tho old bed of the creek, or to reduce its width, the Council will immediately causa' such obstruction to be removed, and will also prosecute him for so doing, That the width of the creek and of its mouth, and also its position, is as is determined in the old surveys of the Thames, With respeot to the application of the Kauri Timber Company. (Limited), under the Timber Floating Act, 1884, the Committee has no recommendation to make, It is recommended that the Foreman of Works be instructed to cut down the large willow tree in froufc of the Post Office, Queen street, The Committee recommend that the Mayor be authorised to make an offer to the New Zealand Loan and Mercantile Agency Company for the - purchase of the land adjacent to Queen : street, offered through Mr Miller to the ' Council at a former sitting. The Committee submit for the approval and authorisation of the Council tho attached statement, showing the proposed works to be done, and the proposed expenditure of the Council, together with the moneys available, uud. the proposed rates to be struck for the year ending 30th June, 1890, on account of the sreneral account.
