Sydney, last night; - The new rules of procedure in the House is the absorbing topic in political circles the majority, of the rules aie almost literal transcription of the new standing orders of the House of Comcom of February 1888. The rule relating to motions for adjournment in abuse of rules of the House are even more stringent, That respect ing the closure of debate, is the same as that in force in the House of Commons excepting that the closure may be im. posed upon a majority 25 Voting for the motion instead of a majority a hundred a3 is the casein the House of Commons,, J. The rules are regarded with much disfavor by the opposition, manyjof whom declare that' they will, if agreed to by the House entirely destroy the independence of Parliament and place absolute power in the hands of the speaker and the Government, The opposition will oppose the acceptance of the rules by the House " tooth and nail."
