London, February 3. The Czar of Puissia is seriously ill with asthma, London, February 4. The failure of the "Union Bank of Cornwall is announced for £150,000. Large shipments of war material are being made to the Cape, Lord Cranbrook, replying to a deputation, proposed that a large but gradual remission of duties on cotton from India should be made. London, February. A 'Times'telegram states that a civil war has broken out at Cabul. Yakoob j Khan is bombarding a portion of the city.
