RIOTS IN TANGIERS. Riots have taken place in the city of Tangiers.

Donane, of the British consulate, has accepted the portfolio for India. THE TIMES ON THE SITUATION.
The 'Times' hopes war will be averted. It considers operations impossible before spring. Popular feelings support the Government.

The Austrians officially report g.'eat success in Bosnia. The insurgents are collapsing. The rioters in Tangiers attacked the British consulate. War preparations are being made in India. The popular feeling in England supports the Government. London, September 23. A BRITISH MISSION STOPPED. The British mission to Cabul left Peshawar on Saturday.
The Ameer's commanding officer at Kyber Pass forcibly prevented the mission proceeding, and it returned to Peshawar.
The situation is considered serious. A portion of the garrison at Cyprus has withdrawn, owing to sickness. The 'Siain' arrived at Galle on the 22nd.
The 'Tanjore' left Galle for Austra lia on the 16th,
