If a debate on any motion movod and seconded bo interrupted by the number of the Councillors present becoming insufficient for the transaction of business, such debate may be resumed at tho point where it was so interrupted 34. If a debate on any order of the day be interrupted by such insufficiency of number as aforesaid happening, such order may be restored to the notice book, 35. Tho Town Clerk, when practicable, shall attend all meetings of Committees, and reports of all such Committees shall bo by tho Chairman before being presented to tho Council, 36. 39. No Councillor or officer of the Council, and no auditor of the Borough shall bo received as a surety for any officer appointed by the Council or for any works to be doDe for the Council 40. In all cases of security being giveu for the faithful performance] of j any duty or contract, the expense of preparing such security shall be borne by the person providing the same. 41. The common seal of the Borough shall be kept in a box, of which the Town Clerk shall keep the key, who also shall affix the seal of the Borough to all documents requiring the same. 42.
