MR. HOLLAND AND IRELAND,
BY TELEGIIApn.—OWS COKKESPONDENI. WELLINGTON, July 21. Thiro seems to bo some doubt whether Mr. Holland will be given a chance for some time to move his motion disagreeing with tho ruling given by the Speaker' declaring out of order the motion submitted'' in regard to Ireland. The general opinion is that tho ruling would bo upheld by the great majority if submitted to a vote, but before it could come to a vote members would have an opportunity ojf debating it. It is difficult to see how such a question could bo raised without discussing tho merits of the original motion. This would mean that at least one side would have recorded in Hansard opinions on the question which the Speaker has held should not bo debated by Parliament. If tho motion wore discussed it would be taken with the Speaker in the chair. BUSINESS FOB TO-DAY. Another Budget question will ho answered to-day and may be debated for tho usual time. Private members have then an opportunity of discussing their own measures and, as there are not many ready to proceed, it is possible another Government Bill will be put on, possibly the Arms Bill.
