The railroad administration has announced that the Iroperator will not be allowed to sail to Halifax unless she unloads 5000 tons of coal. Captain Russell was authorised to hunker 2500 tons, but loaded 7500 tons instead. Foreign vessels are not permitted to load bunker coal at American porta owing to the coal strike • | Aus.-N.Z.
