Lloyd/ George stated that the Allies had the, right to demand the surrender for trial of any enemy, and it was intended to enforce that right. Regarding the forthcoming internar tional conference to consider the settlement and future of Russia, the Premier said it would be composed of representatives of the same Allied associated Powers as had hitherto been acting together. It would not include representatives of Soviet Russia. He hoped the Treaty of Versailles would be ratified before the end of the month.
