The Washington correspondent of the New York Times states that it is understood that the Republican members of tho Foreign Relations Committee of the Senate have decided to advocate a joint resolution in Congress declaring peace with Germany. This action is designed to prepare the way for an independent treaty negotiation with Germany. Democratic Senators are confident that this resolution will be defeated.
