BREACH OF RELATIONS. BEING SERIOUSLY CONSIDERED. By Telegraph—Press Assn.—Copyright, (Received Dec. 5, 12.30 p.m.) WASHINGTON, Dec. 4 + Senator Hitchcock, in the Senate, introduced a motion authorising a breach of diplomatic relations with Mexico and enabling the President thenceforward to act at his discretion. The motion was referred to a committee. Senator King,, in the Senate, introduced a motion empowering the President to use the army and navy to enforce tho payment of Mexican claims, and damage to American citizens. Mr. Lansing is conferring with tho Foreign Affairs Committee, it is understood, in reference to Senator Fall’s proposal for breaking off diplomatic relations with Mexico. DEMAND FOR MOBILISATION. OF AMERICAN FORCES. WASHINGTON. Dec. 3. Serfator A’sliurst, in the Senate, said tho United States ought immediately to mobilise in view of the threatening character of the Mexican forces on the American border. For five years the United States has stdnd unheard of insults, and ought to at least protect Americans within America’s borders.

-Senator Fall, referring to Bolshevistic literature, said Mexican diplomatic officers in tho United States had distributed a book entitled “Conspiracy Against Mexico.” The author was an Australian named Arthjir Thomson, and the book defended the Soviet Government.
