It is believed that tW United States and Mexico are nearer a severance of diplomatic relations than they_ have been at any time since the united States’ recognition of Carranza. , The .State .Department is maintaining silences, because it docs not wish to inllame popular sentiment or add to the seriousness of the situation. It is understood a new Note to Mexico is being framed. NEW NOTE SENT. CONGRESS TO CONSIDER POSITION. (Received Dec. 4, IR'55 a.m.) WASHINGTON, Nov. 30. It is announced that a new Note has been dispatched to Mexico. It is understood that the Note reaffirms the attitude of the former message _ to Mexico and points out that the United States’ considers the Jenkins incident is only one of many wrongs which Mexico hae failed to remedy. It is believed the Note also insists that (Mexico must give adequate protection to Americans, and expresses surprise at the tone of Carranza’s reply. It is expected Congress will consider the Mexican situation as soon as it Is convened.

(Received Dec. 4, 10.15 a.m.) MEXICO CITY, Deq. 3. The Senate has voted to entrust Carranza with the solo control of negotiations with the United States.
