PRESIDENT’S MESSAGE TO CONGRESS. ON INTERNAL AFFAIRS. By Telegraph—Press Assn.—Copyright. (Received Deo. 3, 9 a.m.) WASHINGTON, Dec. 2. President Wilson’s message to Congress contains no reference to tho peace treaty. He recommended a Budget system of national finance much on the same lines as the British system, and the readjustment of tariffs to make them conform with tho fact' that the United States is now tho greatest capitalist in the world. The President de--1 nounced the profiteers and Radical agitators, who are keeping tho country unsettled. Tho only way to euro tho real grievances is to remove them. Tho President recommended logisla- ' tion to combat tho cost of living, to deal with tho labour unrest, to suppress Radicalism, to facilitate the readjustment of the nation on a peace basis, and the railways. The peace treaty is to bo discussed in a later message. THE MEXICAN DIFFICULTY. HOPE OF AVOIDING BREACH. (Received Doc. 3, 9 a.m.) WASHINGTON, Nov. 28. General opinion is that the Mexican situation is still capable of peaceful adjustment. Mr. Lansing is considering the text of the Mexican reply, which will be considered by Cabinet on Friday. Ho refused to comment on tho I situation. I Senators who have been interviewed I are of the opinion that a means will 1 be found by which a complete break ; with Mexico may bo averted. Some Senators and Congressmen blame the United States for lack of firmness in dealing with Mexico. PEACE DELEGATES. • LEAVING PARIS. (Received Doc. 3. 9 a.m.) WASHINGTON, Dec. 2.
