(Received Nov. 12, 10.30 a.m.) AVASHINGTON, Nov. 9. from Constiutmople state that various epidemics, including cholera and typhus, are raging in several parts of Turkey as the result of the neglect and inertia of the Turkish authorities. Health conditions in Smyrna are improving because of tho measures taken by tho Greek military authorities. PLOTTING IN TURKEY. (Received Nov. 12, 10.30 a.m.) LONDON, Nov. 11. A plot against the Sultan of Turkey has been discovered.
