The Amsterdam correspondent of the Daily News reports that the International Trade Union Congress agreed that every 250,000 members entitled a. Country to a vote. Hitherto small countries had the same voting power as Britain and the United States. The new system was only adopted after the British and American delegates had threatened to withdraw. The alteration was due to a proposal that countries should contribute a halfpenny per trade unionist annually to the Congress funds.
