(Received August 2, 8 a.m.) LONDON, July 2!L In moving the second reading ot The Soudan Loan Bill in the House of Commons Mr. Harmsworth said the Bill proposed to enable the Soudan Government to raise six millions for irrigatibn and railways with tho view of developing cotton growing. It was proposed to plant a largo area at the junction, of tho Blue and White Niles. The scheme was of the utmost importance in view of our dependence on American cotton.—Aus.-N.Z. Cable Assn.
