(Received August 2, 8 a.m.) LONDON, July 2!L In moving the second reading ot The Soudan Loan Bill in the House of Commons Mr. Harmsworth said the Bill proposed to enable the Soudan Government to raise six millions for irrigatibn and railways with tho view of developing cotton growing.
