The Paris correspondent of the World states: “I am able to state, on indisputable authority, that oral interchanges between the German and Allied representatives will be permitted regarding certain essential matters in dispute. lam informed that the French suggested oral interchanges, be arranged fearing the possibility of Germany refusing to sign the treaty.” News has been received that Japan has dispatched a military mission to Germany for the purpose of studying the conditions in Germany during the next three years.
