' VERY HEAVY FLOODS. CAUSED BY SUDDEN THAW. (Received Jan. 24, 2.5 p.m.) , NEW YORK, Jan. 23. The New -'York Times’ Plague correspondent reports heavy floods throughout Germany due to the thawing of tremendous snowfalls. Factories and munitions works have been damaged and bridges washed away. There have been groat losses of cattle. Factory work is partially stopped at Hanover, Jena, Karlsruhe, and in south Germany. '
