BOROUGH MATTERS.

ADJOURNED MEETING OF OOUN- ■ OIL. An adjourned meeting of the New Plymouth Borough Council was held on Monday evening, the Mayor (Mr. C. H, Burgess) presiding. There were also present: Councillor's J. Clarke, J, W. Hayden, F. J. Hill, W. F. Short, W. A. Collis, R J. Dearc, G. W. Browne and E. Griffiths. A DRY DISTRICT. Mr. G. M‘lsaac, writing on behalf of the residents of Veale’s Estate, drew attention to the fact that they wore living in a. very dry area. They had asked the council at different times to grant them the water supply, but had been refused, so they thought the least the council could, do was to fill their tanks. The borough engineer reported that there xvas no main within reach of tiro above estate and the owners of the four or five cottages relied upon tanks. In similar cases water had been carted by means of the water cart, and the owners helped to till the tanks from such, a charge of 2s 6d per 1000 gallons being made in the flat and from 3s to 4s Gd in the hilly portions. Water was only carted for delivery upon one day in each week. _ . , The matter was left in the engineer s hands. . CATTLE TRACK. Mr. Cook reported that he understood several drovers and others interested in driving stock had suggested to have n stock track opened between Carrington Rond and Liardct Street along Leach Street. To do as suggested, ho proposed to lorn and give a light coating ot gaol gravel to a tracsi approximately 2Git. wide. The track would be on a higher level than the pathway, and leuced both aides. It would encroach upon the path .it Carrington Hoad, hence another outlet would be made by turning the path noiihward. The cost ho estimated at £llO, about £2O of which could ho debited against the Carrington Road, thus the net cost would be £9O. Councillor Short proposed, and Councillor Dcare seconded, that the engineer’s proposals bo agreed to. Councillor Collis asked, iu view of the fact that material could bo obtained right on the site by forming the track, if the filling at Carrington Road could be increased. The Mayor said a good grade was already being provided on the Carrington Road, and if the filling was raised it would mean that additional work would have to be done at the Vivian Street bridge, which would havo to be raised. He did not think it would be wise 1 o interfere with the engineer's plans,'which were passed 12 months ago. The motion was carried. DOG TAX. It was decided to fix the dog tax for the ensuing year at 10s, or 5s if paid before March 31; sheep and cattle dogs 2s Cd. GENERAL. Mr. W. Allen was granted permission, subject to consent of an adjoining ovaer and provided he keeps down all noxious weeds, to fence the unusued portion of a road leading off Smith Street, Vogeltown, for grazing purposes. Messrs. Lander and Bennett were granted permission to utilise a quantity of second-hand timber in a building they desired to erect at West-own. The engineer reported that the timber it was proposed to use was as good as if purchased from any timber yard. Mr. D. Penwarden applied to havo the water laid on to a section on the corner of Wakefield Avenue and Kitchener Street, as he proposed to erect a substantial residence there. The engineer estimated that a lin. main and a ijin. service would cost £22 Bs. The borough engineer was authorised to extend the main. The Education Board applied to the council to lay the water on to the W«stown Hall, which was being used as a day school. Residents in the district also petitioned the council to extend the main along the Omatn Road from its junction with the Elliot Road. The engineer recommended that, in view of the largo number of persons to be eventually benefited, a 4in. main be laid as far as material on hand would allow, and that the remainder bp Sin. The cost he estimated at £lO7 16s 3d. The engineer was authorised to carry out the work. Mrs. E. Douglas wrote that, after meeting the council’s sub-committee, the members of the Women’s Christian Temperance Union resolved that the interests of all concerned will be best served by its giving np the case of the ladies’ rest room. The union thanked the council for past assistance, and respectfully asked that the council would take this last decision of the union as final. Councillor Hayden said he was afraid the council would ho under the expense of putting someone in charge. Councillor Collis said he thought that if the room had been left upstairs the union xvould have reconsidered the matter.

The matter was referred to tho Library Committee.

The' question of effecting improvements to Ballanee Street. Vogeltown, as requested as requested by Mr. M. 0. Batcher, was referred to the Streets Sub-Committee.

Eleven residents of Darnell Street, Fitzroy, wrote drawing attention to the condition of the footpath in this street, which was distinctly unsafe at night, and so narrow that two persons could not walk abreast.

The borough engineer reported that to form a path 9ft. wide and gravel the path would cost £32 11s, inclusive of £lO 10s for removing the telegraph and electric light poles. The engineer said it could hardly be said, as the petition states, to bo dangerous or too narrow for two persons to pass. The matter was referred to the Streets Sub-Committee, with power to act.
