WAR REGULATION CASE. SYDNEY, Dec. 2. Under the War Regulations Act, two charges were preferred against J. S. Catts, for making statements at a public meeting likely to prejudice his Majesty’s relations with foreign Powers. Catts gave evidence that his speech was really quotations _ from various papers, and not expressions of his own opinion. The case was adjourned till Friday. SIR W. IRVINE.. SPEAKS STRONGLY ON CONSCRIPTION. (Received Dec. 4, 19.30 p.m.) SYDNEY, Dec. 4. Sir William Irvine, addressing a meeting, declared that conscription must come. If the people will not take the responsibility of sanctioning it by a direct vote, Parliament must enforce it by Act of Parliament,
