TO THE EDITOR. Sir,—So "Ratepayer" is -dissatisfied again. Ca-n wo wonder at !iis being so? No. The suburban people arc not to be considered at all; but let me remind them the rates must bo paid tins month. What is holding the suburbs back, and why must we all (by all 1 mean-those who-.haven't a motor car) live in town? The- centre oi the city is creditable indeed, excepting the footpaths, and certainly the streets are tne better to walk on. only for the. inconvenience' of the trams up Mid down. Where docs the money go? In waste. Mr Editor. Lot me take you to the Carrington Road job and ask why the workmen bad to undo what took thorn some time, to do. The levels were wrong,'and whose fault was that? Again, who gave the levels for the zigzag .appearance of Courtenay Street from Slackv Loga-n's corner to Sargoods? Truly artistic in _ design! Ratepayer, you must submit to this modern idea "of nrogress. What about the change of foreman ? A man who was suspended vears ago has now supplanted the tnan who succeeded him. Unfortunate foreman, you carry the blame for all. Then, if a change "of foreman was necessary, 'should not the position have been advertised for, as the council did for the engineer, and have the public snirit brought into the matter?
