The United Slates dispatched another Note to Germany, agreeing to accept compensation for tho sinking of tho William Frye ou tho basis of tho German offer under the terms of the Prnssian-American Treaties of 1799 and 1828. The United States reiterates its protest against the destruction of the ship, repeating that its cargo was. not contraband, A GOOD REPLY. TO GERMAN PROFESSOR’S ■ COMPLAINT. (Received April 30, 12.25 p.m.) NEW YORK, April 20. Mr. Lawrence I.ow'oll, President of Harvard University, replying to Professor Kuno Moyer’s resignation of the exchange professorship, because Harvard had awarded a prize to a poem in winch Germany is denounced, asserts that neither the professors nor students in any American university had limited freedom'of speech.' This was the only course consistent with tho principle of academic freedom. Air. Lowell imped that all German professors would recognise this.
