Tho Governor’s Speech, as foreshadowed, concerns practically every department of legislation. Many reforms and a vigorous policy of public works in connection with the needs of decentralisation are promised. Air. A clause in tho Governor’s Speech declared that tho Crimes Act would bo amended to put and end once and for all to the death penalty oven for capital offences. The Council adopted th© Addrcss-iu-Rcply. Mr. Wade secured an adjournment of tho debate in tho Assembly. It is understood he will move an amendment against tho Government to-day.
