The Emperor, in a letter to his people, reminds them that they havo shared his sorrows and joys for sixtyfive years, and ho puts his trust in their deep love for him. Ho declares that the fanaticism of a small band of misguided men cannot shake his house. ■‘This fresh and painful trial which God’s unfathomable decree has imposed on me and mine will strengthen mo in my resolve to follow in the way I know to he right.”
