BT TELEGRAPH.—OWN CORRESPONDENT. WELLINGTON, March 16. The chairman of the Harbour Board referred to-day to the heavy expenditure entailed on harbour boards by the new system of elections, resulting in an increase from £BS to £l5O in the previous years to £lOlB.
