JAPANESE TREATY.
COUNT HAYASHI’S STATEMENTS. NOTHING NEW REVEALED. BY ELECTRIC TELEGRAPH. —COPYRIGHT. HUES—SYDNEY SDN SPECIAL CABLES. (Received Sept. 15, 8.0 a.m.) LONDON, Sept. 14. Sir Valentino Chirol affirms that there is nothing novel or sensational in Count Hayashi’s reminiscences. Tho negotiations wore fully known to those in close touch with tho international position. One section. at the J apaneso court favoured an alliance with Russia, the other preferred Britain. "What is less known to the public is that towards tho closo of tho Boer war Germany was disposed to seek a rapprochement with Britain, but only on terms which would have involved Britain in heavy responsibilities in Europe, Africa and America, without involving Germany in any corresponding responsibilities in Asia. German statesmen always affected to suspect that Britain wanted to uso Germany as her sword against Russia.
