The House of Representatives passed the first reading of five Bills impeaching the Cabinet, particularly the actions of the Ministers for War, Navy and Finance, in connection with the Austrian loan. [On May 9 Austria caused gome surprise by demanding a share, to the extent of £3,500,000, in the five-Power loan. Investigation, according to a correspondent of the London Daily Telegraph, showed that the Austrian group had behind it the Krupp and Skoda works, which were combining in order to secure a monopoly of the supply of arms and steel to China. The Chinese Parliament evidently suspects that the Ministers impeached have had some monetary consideration for supporting the loan.] - REPORTED FIGHTING. SYDNEY SUN SPECIAL CABLE. (Received July 16, 8 a.m.) PEKIN, July 15. Reports have come in of fighting amongst the Government and local forces at Kiangsin, and of restlessness in the Southern Yangtse Valley. REBELS VICTORIOUS. (Received July 16, 1.30 p.m.) PEKING, July 15. There is renewed unrest m the Southern and Yangtse provinces. The Government is sending reinforcements. It is reported that tho rebels repulsed the northern troops in Hukow. A secession proclamation has been issued. _______
