Mr. Masterman, in. a speech at Leicester, declared it was technically inaccurate to say that the executive had issued a manifesto, but the Parliamentary Labour Party’s committee had decided to condemn Mr. Hartley’s candidature. Mr. Snowden, writing in the Labour Leader, says that if the party endorsed the Labour candidate at Leicester it would jeopardise the seats of four of tho present Labourites, who were elected by tho goodwill of the Liberals. The Labour Leader states that tho decision not to fight the seat is a grave mistake.
