The Servian Note to Bulgaria asserts that the course of tho war has so modified the treaty as to mako its obligatory value questionable. Tho Servians’ right is tho greater, because the Allies conquered more territory than they contemplated. Also tho Great Powers allowed Bulgaria to retain Thrace and Adrianoplo and deprived Scrvia of the most important territory and presented it to Albania. Scrvia claims territory for all the sacrifices made on behalf of Bulgaria for which tho treaty did not provide. Both Scrvia and Bulgaria had agreed to provide a hundred thousand troops for the Vardar operations. Bulgaria did not fulfil her obligations, and Scrvia was compelled to take up tho Yardar burden. When Turkey agreed to cede zones by tho treaty the object was attained, but Bulgaria demanded the cession of Thrace and Adrianoplo. Hence tho war had continued to impose greater sacrifices on Scrvia outside tho treaty. VIENNA, June 25. It is believed that M. .Basics’ return to office will involve Scrvia in abandoning tho demand for a revision of tho anti-war treaty. The Czar will only arbitrate on the allocation of that part of Macedonia within tho disputable zone. A military coup do main is feared. •
