The House of Commons adopted the tea duty, income-tax and super-tax resolutions. Mr. Masterman paid a tribute to Mr. Lloyd George for having triumphantly financed the world’s greatest scheme of social amelioration. Mr, Lloyd George, in a brief speech, lamented the increase of armaments which, if each country blamed the other, would continue, to grow until civilisation was strangled. He added, in reply to Mr. Chamberlain, that the Budget of 1909 taxed, not necessaries, but surplus wealth, and the country’s prosperity instead of being retarded had been augmented. A BY-ELECTION.
