The introduction of the Disestablishment Bill will bo delayed until the Nationalists return from the Home Rule Convention, in order to secure a Government majority. The Bill will be modified, permitting Welsh dioceses to remain members of Convocation. Mr. Redmond has received messages from General Botha, Sir Joseph Ward, Mr. Gavan Duffy and many Canadian and United States politicians, approving of tho Bill. Mr. Dillon, speaking in London, said that the Nationalist Party would go to the convention and tell tho people ungrudgingly to accept the Bill. He had not the slightest fear of the result. Tho chairman of the Fermoy Municipal Council, discussing an invitation to send delegates to the National Convention, complained that every little branch Hibernian Society was offered larger representation. Tiro Council adjourned consideration of tho invitation. MR. BALFOUR’S IDEAS. (Received April 16, 11.20 a.m.) LONDON, April 15. Speaking in the House of Commons on the Home Rule Bill,- Mr. Balfour said that tho architects of the great overseas federal systems were never responsible for this botched and unworkmanlike scheme. The 10 per cent, margin allowed the Irish executive would lead to Customs barriers being formed between Ireland and Britain, and the guarantees for Ulster were intended for British consumption and deceived no one in Ireland.
